1. Are you surprised that there is a difference between the treatment of minors exploited in prostitution by Federal law enforcement and local law enforcement? What do you think may explain the difference?
2. Are you surprised that local law enforcement are still arresting minors involved in prostitution so many years after the passing of the Trafficking Victim Protection Act in 2000 and the reauthorization that addressed U.S. minors in sex trafficking in 2005? What do you think may explain this?
3. What solutions would you suggest for addressing and fixing these issues?
