The 1956 Federal Aid Highway Act was put in place to upgrade the Nation\u2019s highways, Federal, State and local.\u00a0The public roadways were in need of improvement and the problems that were needing to be corrected were; safety, congestion, courts, economy, and defense.\u00a0President Eisenhower explained that the benefits from this upgrade would be to accommodate the needs of a growing population, our expanding economy and our national security.\u00a0This improvement would be to provide for the expected growth of motor vehicle traffic, strengthen the Nation\u2019s defenses, reduce the toll of human life exacted each year in highway accidents, and to promote economic development (Weingroff, n.d.).

Examples of economic concentration were in the public-works program on a massive scale and the largest program in history, meaning that the government could put millions of men to work without the criticism that this was \u201cmake-work\u201d of the depression era.\u00a0This would allow the Interstate System to help manage the economy and flatten out unemployment rate. These unemployment \u201cpeaks and valleys\u201d were put in place to avoid the economic hardship that plagued the American economy.
What are the risks and advantages to economic concentration?
Risks would be that the cost of the upgrade would outweigh the preliminary estimate of the full cost of the improvements.\u00a0The advantages would be that this was a necessity for the cost of inadequate and unsafe highways.\u00a0This was based on data from the Automobile Manufacturers Association.\u00a0The Governors reported that the direct cost of an inadequate system of highways was $3 billion a year which did not include hidden costs such as urban land blight and unrealized industrial and agricultural potentials.
