In this jurisdiction you can find the communities of Mckee, Annville, Sand Gap, Tyner, and Gray Hawk. Jackson County is home to approximately 13.3 thousand individuals, three elementary schools, one middle school, and one high school. Jackson County prides themselves with their recreational treasures in their backyard, but healthcare is not shown to be as accessible.\u00a0<\/p>\n<p> Rationale<\/p>\n<p> A Rationale for the Development of Covid-19 Vaccination in Jackson County<\/p>\n<p> According to the Global Change Data Lab, 7.13 billion doses of coronavirus vaccinations have been administered globally, resulting in 49.7% of the world population having received at least one dose. Out of the 49.7%, only 56.89 % of Americans are fully vaccinated against covid-19 and 9.11% are partially vaccinated (Ritchie et al., 2020). 59% of Kentuckians are vaccinated with at least one dose. Jackson County, Kentucky is the home to approximately 13,329 individuals. Amongst those 13,329 only 33.81% of the population is vaccinated with one dose. Throughout the course of the Coronavirus Pandemic there have been 255,445,486 cases including 5,135,074 deaths, and 230,892,963 recovered cases.\u00a0 In the United States alone there have been 786,429 deaths. Out of these 786,429 deaths,10,318 are from Kentucky (Coronavirus cases: 2021 Worldometer).\u00a0<\/p>\n<p> Goal<\/p>\n<p> The goal of Jackson County\u2019s Covid Cart is to increase the rate of COVID-19 vaccinations in people 18 years old and younger.<\/p>\n<p> SMART Program Objective. Public Health Officials will set up vaccination centers across Jackson County by\u00a0 November 22, 2021 to increase the number of vaccinated people in the county from 4,772 to at least 15,000 by the December\u00a0 31, 2021 by vaccinating people of 18 years and above.By December 31, 2021, the Jackson County Health Department will increase the rate of vaccinated individuals 18 years and above to at least 75% by distributing vaccines to all schools with low uptake areas.\u00a0<\/p>\n<p> SMART Behavioral Objective. By December 20, 2021, the Jackson County Covid-19 Response Team will increase the proportion of appropriate mask-wearing to at least 65% among people 18 years, those at school, and out-of-school and pre-school learners throughout Jackson County.All local Covid-19 Response Teams within Jackson County Districts will reduce the response time to Covid-19 emergencies for patients who are 18 years and more predisposed to other conditions who send distress calls from 20 minutes to a maximum of 15 minutes by November 29, 2021.\u00a0<\/p>\n<p> SMART Learning Objective. By December 20, 2021, at least 65% of all Jackson County Health Centers visitors who are 18 years should be able to explain at least three signs and symptoms of a positive Covid-19 case when asked by their health providers. At least 75% out of all randomly selected 18-year old residents for an interview on Covid-19 should explain the importance of being vaccinated by any vaccine by the end of December 2021.The Jackson County Health Department will enroll at least 2,000 health workers across the county to increase protecting gear and equipment to 95% in every health facility when handling patients who are 18 years and have other predisposing conditions such as pneumonia by December 15, 2021.\u00a0<\/p>\n<p> \u00a0\u00a0Previous Programs. There have been a few programs that have been used to address the vaccination rate among Jackson County, KY residents. A Gift of Life: COVID-19, A Dose of Life: Jackson County, and Mission COVID are all vaccine clinics that have been financed by various organizations and hosted within the county. In terms of success, any increase in vaccination is a success. However, there wasn\u2019t a widespread increase in the vaccination rate within the county as most of these were appointment only or walk-in clinics. The lack of promotion for these pop-up vaccination clinics was more than likely a contributing factor to the small number of participants. Similar to these programs, Jackson County Covid Cart is a vaccine clinic. On a Monday, there will be a Vaccine Skepticality Conference to educate parents on the benefits and importance of the COVID-19 vaccine as well as give them an opportunity to ask questions. If parents decide that they want their child to become vaccinated, they can sign them up for the vaccine then and there.\u00a0 Different from other vaccine clinics, this one will be mobile and rather than there only being a one time opportunity to get a vaccine, there will be three opportunities for students to get the vaccine during school hours. In addition to this, there will be a Weekend Health Fair taking place on a Friday and Saturday with additional opportunities to get a vaccine and to reduce the number of students being pulled from class. The purpose of the skepticality conference is to address any concerns that parents may have about the vaccine and the severity of the pandemic as well as the importance of vaccination to be able to return to some normalcy. Hopefully, this will squash some negative attitudes and beliefs towards the virus. Along with the educational skeptibility program, social media will be a primary source in campaigning for the program. Social media is one of the most powerful forces in today\u2019s society and many school-aged children and their parents are active users. This will be a vital portion of the success of the program.\u00a0<\/p>\n<p> Potential Barriers. Some potential barriers to our program being successful will be the willingness of the parents to allow their kids to get vaccinated, the school allowing the kids to miss class to get vaccinated, and the amount of volunteers needed to run the program during the school day. As a group we are hoping that by having an open table meeting for the parents a week ahead of the program will help the parents feel more comfortable with allowing their kids to get vaccinated. This open table will help provide the parents or caregivers with the information they should know while allowing them the opportunity to ask questions they may have. The next obstacle is with the school allowing kids to miss a small part of class to get vaccinated. In order to minimize the amount of time students are missing class we could set up specific times for each student to get vaccinated. This would allow the students and the teachers to know what time they are scheduled to get vaccinated and give them an approximate time frame of when they can expect the students to be back. Our final obstacle would be finding people to distribute the shots during the school day. Since many people are working while school is in, it may be hard to find help with distributing the vaccine. However, we could coordinate with the school nurse to see if they would be willing to help provide shots along with the people running the program.\u00a0<\/p>\n<p> Schedule and Sequence. The Covid Cart introduction event will take place the second week of school to promote a safe return to in-person classes. This time frame was decided on to give us enough time to verify contact information for parents and to get permission slips sent out and returned. School personnel will begin distributing flyers and incorporating our flyer in the school newsletter that is emailed to every parent, staff, and student every Sunday evening to prepare them for the upcoming week. The Covid Cart series will begin with an introductory session on August 9th, a Monday evening where we will encourage the students and staff to return with their families to receive proper education from the Health Educators and Nurses of the Cumberland Valley Health Department, Mckee Kentucky Public Health Departments, and Jackson County Community Health Departments. August 13th, 2021 first doses will be administered. September 3rd, the second dose of Pfizer will be administered at Sand Gap, Mckee, and Tyner elementary. Moderna\u2019s second dose will be administered September 10th at Jackson County Middle and High school.\u00a0 The Covid Cart will be available every 21 days at Jackson County Middle School and Jackson County High School to administer the Pfizer vaccine. Moderna will be administered every 28 days. These Covid Carts will be available during school hours for students with signed permission slips to join. Participants will be given vaccine cards to keep up with their next dose date as well as sent a reminder text message and notified in the weekly newsletter to encourage staff and students to receive both doses to help protect them from severe cases of covid-19. A goal of a 10% increase of vaccination &gt;=18 years of age will be checked on February 14th, 2022.<\/p>\n<p> Marketing and Promotion. The best marketing strategy for our program would be to go through the school. Asking the school to send a message via email to all the parents\/caregivers about the program. In the higher level classes, like seniors in highschool, we could ask the teachers to discuss the program in class with them. Using flyers given to the students would be a good way of marketing. We believe using the emails and flyers that we would be able to reach almost our whole target population.\u00a0<\/p>\n<p> Program Personnel. The necessary program personnel to successfully carry out this program will consist of volunteers, health educators, an infectious disease specialist, school personnel, and nurses. All volunteers are welcomed, but we strongly encourage volunteers with nursing or public health education to assist inside of the gymnasium to answer last minute questions, assist in administering shots, and to educate. Volunteers without nursing and public health education can help set up, direct the community on where to go, inform the community, and everything in between. The health educators will inform the community of the vaccination process, what side effects to look out for, and etc. Our health educators will come from the surrounding health departments, including Cumberland Valley Health Departments, Mckee Kentucky Public Health Departments, and Jackson County Community Health Center. We will need at least one Infectious Disease Specialist on site to address any concerns regarding the vaccine, questions regarding coronavirus, and to simply educate. Since the events will take place on the campuses of Jackson County Middle School and Jackson County High School, it is important that we have school personnel to show their support, to assist us, and to allow the community to feel a sort of familiarity. The nurses and nursing students will be responsible for educating as well as administering the vaccines.\u00a0<\/p>\n<p> Supplies, Materials, and Equipment. In order to successfully assist children under the age of 18 to receive Covid-19 vaccinations we will need a variety of supplies, materials and equipment. In order to successfully reach our objective of administering The vaccination we would need syringes, and the vaccine. We would also need mask, gloves, bandages, alcohol pads, hand sanitizer, and a sharps container. We would need supplies for flyers as such as flyer cards, and posters. For our program we would also need tables to set tables in the gym. For our proposed program we plan on having a Covid-Cart that will be providing the vaccine so we will need the needed supplies to put the cart together.\u00a0<\/p>\n<p> Evaluation. The main objective is to administer and educate individuals 18 and under in Jackson county about Covid-19 and the vaccination while increasing the vaccination rate for this specific population. To better administer the vaccination we will use the schools in Jackson county so the vaccination can be easily accessible to the target population. In order to properly distribute the vaccination we will have the gymnasiam reserved to collect information about students. The parents of the students will be providing the information needed for the vaccination. In the gymnasium there will be sign-up sheets , demonstrations, presentations, and also administration tables for anymore further questions. There will be a number of questions asked before administering the shot as such as has the student ever experienced any flu-like symptoms, has the student ever been diagnosed with Covid-19, does the child have a history with multisystem inflammatory syndrome, have the student ever been requested the self quarantine by a health provider, ect. The format used to gather this information is a questionnaire and survey.\u00a0<\/p>\n<p> Budget.
