The proposed economic opportunity is to set up a mobile mammography service clinic in Rural Arkansas. Breast cancer screening mammography services present a huge opportunity for the health care system (a group of hospitals). The mobile clinic will popularize the hospital’s chronic disease department, especially cancer therapy. Thus, enrolment in inpatient breast cancer therapy will increase as people become aware of the system’s services. Rural areas have many underserved women seeking breast cancer therapy. It means that increased breast cancer screening will extend the facility’s reach in the region. The mobile clinic will ensure ethical and culturally equitable access to mammographic services in underserved communities in rural areas. Women of color are overrepresented in breast cancer cases and mortality in the U.S., implying that extending mammographic services to rural areas will narrow the gap. An estimated 80% of rural Arkansas residents are non-Hispanic whites, with African Americans and Hispanics forming rural minority groups (McElfish et al., 2019). The hospital will generate revenue while increasing access to screening mammography among women of color in Arkansas.

Supply and Demand

The U.S. recorded a sharp decline in mammography breast cancer screening during the COVID-19 pandemic. But the drop was severe among women of color, especially those living in rural areas (Miller et al., 2021). The decline in screeding varied with race, with 64% (Hispanic women), 49% white women, and 61% Indian and Alaska Native women (Young et al., 2020). It means that women of ages 40 and older from these underserved communities require breast cancer screening services for early detection. Young et al. (2020) also reported that small towns and rural areas account for up to 96% of unallocated demand for screening mammography. The prevalence of breast cancer and associated deaths continue to increase, raising the demand for early-stage diagnosis. According to Grand View Research (2021), the U.S. recorded over 260,000 invasive breast cancer cases and more than 41,00 breast cancer deaths in 2019. These figures drive the demand for breast cancer screening mammography services in the country.

On the supply side, supply remains low due to COVID-19 and cost issues. Supply is low in Arkansas due to limited accessibility. Young et al. (2020) reported that Arkansan women aged 40-84 live at least 30 minutes from a cancer screening mammography facility. The cost of traveling to distant facilities and lack of insurance sustain low supply. Hence, existing facilities cannot provide the recommended number of screenings travel time and capacity constraints. Additional information required to improve analysis would include health coverage level, staffing needs, and pricing. The hospital may charge lower prices to encourage participation since out-of-pocket payments discourage underserved women.

Relevant Economic and Environment Data

The mammography systems market remains bullish, and projections show that it will grow at 7.4% CAGR from 2020 to 2027. The current healthcare environment remains constrained by COVID-19, and health care facilities have resorted to the phased reopening of screening services. It means that a mobile screening clinic can help hospitals overcome this challenge and increase breast cancer therapy post-COVID-19. The environment also determines high demand exists. Arkansas is one of the most rural states in the U.S., with 48% of the state considered rural and an estimated 50% of residents living in rural areas (Young et al., 2020). Ethnic minorities (Hispanics and African Americans) constitute about 20% of Arkansans. Accordingly, women in these communities have limited access to screening mammography services, yet they are overrepresented in breast cancer cases and deaths. Besides that, African Americans are 42% more likely to die from breast cancer than whites. Again, about 70% of uninsured women over age 40 have not undergone a screening monography but are 2.6 times more likely to be diagnosed with breast cancer in the advanced stage and 60% more likely to succumb to it (Vang et al., 2018). These figures demonstrate that a considerable growth opportunity exists for a mobile screening mammography clinic in rural Arkansas.

References

Grand View Research (2021).
