The process for Early Intervention: evaluation, assessment and treatment are explained in chapter 10.  Teachers often start the process by explaining to the parents what they have observed and allowing family members to draw their own conclusions.  When families pursue a diagnosis, teachers participate on teams with other professionals who have diagnostic responsibility.
