    1. When considering the mission of the Police Department, to “provide exemplary law enforcement services to our residents, businesses and visitors,” as well as our promise to “providing outstanding service to the divers and unique community we serve,” the timely and knowledgeable implementation of first aid services is paramount in certain emergency situations. This “outstanding service” is captured in our organizations goals where we are determined to, “create and continue community partnerships” and (to that end) relationships, that improve community interaction with the department.

    1. Product Scope/Description
      1. To develop a Cardiopulmonary Resuscitation (CPR)/ First Aid retraining program that meets or exceeds all recent changes to the California Code of Regulations (CCR), Title 22, as listed below.
      2. To implement the above program.

      1. CPR Manikins – $300
      2. CPR Instructor Overtime (OT) – $1000
  • CPR Instructor Retraining – $2000 (reimbursed)

    1. Four (4) hours OT per officer per year – 104 hours/ average OT wage

  2. Business Case
    1. In accordance with the new requirements of the California Code of Regulations, Division 9, Title 22, Chapter 1.5, First Aid Standards for Public Safety Personnel, the current CPR/ First Aid retaining program must be revised to include new regulations, effective April 1st, 2015. New regulations include but are not limited to the following:
      1. Automatic External Defibrillator (AED),
      2. EMS integration with active shooter;
      3. Assisting with the administration of a patient’s physician-prescribed naloxone and epinephrine auto-injector;
      4. Control of bleeding, to include:
        1. Direct pressure,
        2. Tourniquet,
        3. Hemostatic dressings,
        4. Chest seals,
        5. Other dressings;
      5. New Training and Testing Specifications (TTS) will likely become effective on February 1st, 2017.
  • New retraining courses must be developed in conjunction with, and approved by, the local Emergency Medical Services Agency (EMSA) by February 1st, 2017 (Schedule).
  1. New regulations require eight (8) hours of retraining of personnel every two years.
