Develop and improve policies and regulations on talent issues in Heilongjiang Province:
Companies and organizations need to come up with and improve fair talent assessment systems and recruitment policies that are in line with national policies and don’t put too much emphasis on academic qualifications but instead hire people based on their skills.

Graduates who need to solve the problem of household registration can get priority settlement policies under the country’s current household registration system, which helps keep talented people who need household registration. Graduates whose families need to buy houses in other provinces can get matching housing subsidies. For young college students who want to start their own businesses, there are creative ways to encourage them, rules and regulations that help talents grow, and humane ways to help them, like setting up business funds and holding business experience exchange meetings.
