Q1. Phil is morally opposed to Dale drawing the money to make the bribe payment that is, in the era presented in this module, completely legal under U.S. law. He should allow Dale to draw the money. Though Phil is morally opposed, it is not illegal (yet).

Q2. I do think the Foreign Corrupt Practices Act is a good law. My answer to Q1 would be very different in a later time. Without the law, bribery and situations like this one would be far too common. I don’t think there is anything wrong with the us trying to clean up corruption

Q5: All U.S. owned companies should obey U.S. laws, even in another country. Environmental, wage, Civil Rights Act, etc. should all be enforced. Anyone that wants to work for them in another country must agree to the terms of employment (which will be the same as American terms). This keeps the U.S. from delving into illegal dealings and sticky situations, as well as keeping the U.S.’s image good. This, again, maximizes welfare (Kant & Utilitarian and keeping the companies “true” adheres to the Virtue theory).
