Based on the attached scenario you will develop a Communication End State that contains a summary of the operational end state and identifies communication objectives expressing changes in knowledge, attitude, and/or behaviors among key publics necessary to achieve the operational objective. You will also define the Communication Problem, defining the core communication issues hindering the you from realizing the objectives/end state and identify the primary audience(s) for your communication plan.
 
The end states should be no more than one page in length double spaced and modeled on the sample provided, incorporating the theoretical practices derived from text readings and classroom instructions. The narrative is an overarching story that provides context with regard to the commander’s objectives and desired end state.
 
The stated end state should achieve the following objectives:

1. End State: Summarize the operational objectives/end state.
 
Ask: Why am I doing this communication plan? What effect do I wish to achieve? Think of an end state as “the way we want the world to look at the conclusion of operations.”
 
2. Communication Objective(s): List your communication objectives in bullet format.
 
Ask: What are the desired challenges in knowledge, attitude, and/or behaviors among key publics necessary to achieve the operational end-state? That is, how do we align communication and operational lines of effort?
 
3. Communication End State: Summarize the communication end state.
 
Ask: How will the world look when you’re done…what does success look like?

• Identify the individuals/groups with a vested interest in the outcome
